The fundamental financial objective of government employers that offer defined benefit pensions and other postemployment benefits (OPEB) is to fund the long-term cost of the benefits promised to participants. It is widely acknowledged that the appropriate way to attain reasonable assurance that benefits will remain sustainable is for a government to accumulate resources for future benefit payments in a systematic and disciplined manner during the active service life of the benefiting employees.

Sarasota County embarked on a performance management journey in 2013 when the county did a reboot of all measuring being done throughout the organization. While the organization was using performance measures, it was done sporadically and not used as a management tool. The county began an intentional process to align all measuring activities to the administrations strategic planning methodology. Over time the county’s performance management approach continued to evolve and, in 2021, the county received both the GFOA Performance Distinction Award for the annual budget, as well as ICMA’s Certificate in Excellence in Performance Management.  During this session presenters will provide an introduction to the basics behind the county’s performance measures system, demonstrate the county’s strategy and performance dashboard, and describe executive support for using performance management as a tool to manage the work of the organization today and into the future.
