I am pleased to invite you to attend the 2021 Summer Conference and Academy scheduled for June 26-30, 2021, at the Luminary Hotel in Fort Myers! We are excited to have an in-person event this year, especially after having to cancel last year’s 2020 Summer Conference and Academy due to the coronavirus. Please note your health and safety is of the utmost importance to us and this year we will be practicing physical distancing and have safety measures in place to ensure everyone has a wonderful event.

As my presidential logo illustrates, we have no limits to our success and together we are FACC. We all know this past year has been extremely challenging, physically and mentally. Although we have not been able to be together in-person this past year, we have still found ways and opportunities to be fully engaged with our fellow members and have continued to share our strengths, inspirations and assistance with each other. 

The 2021 Summer Conference and Academy brings together a wide variety of educational and networking opportunities to meet the challenges we face in the municipal clerk’s office. FACC exists to promote our profession and provide quality, pertinent education to our members. We are thankful for your continued involvement and are looking forward to a bright future for FACC. 

Our Host Committee, chaired by Gwen Carlisle, MMC, City Clerk, City of Fort Myers, is working hard to prepare for our arrival in her city. 

The Professional Education Committee, chaired by Julie Hennessy, MMC, City Clerk, City of DeLand, has created an exciting and challenging lineup of courses that will help you gain knowledge and expertise to focus on further growth and development as a municipal clerk. The event kicks off Saturday, June 26, with two Athenian Dialogues! One Athenian Dialogue is with Dawn Michanowicz, MMC, (Ret.), Town Clerk, Town of Sterling, MA, on the book Hidden Figures by Margot Lee Shetterly, and the second Athenian Dialogue is with Camilla G. Pitman, MMC, Certified PLS, City Clerk, City of Greenville, SC, on the book Mrs. Lincoln’s Dressmaker by Jennifer Chiaverini.

Join us at this beautiful hotel in Fort Myers to help us celebrate the FACC and Florida’s municipal clerks. I look forward to seeing you there!

Safety Precautions

    Per safety recommendations, FACC will be instituting multiple precautions onsite. These may include: face masks required at all times (except when eating, drinking or adequately physically distanced 6 feet apart), daily temperature checks (anyone with a temperature over 100.4 will not be allowed into the conference) and physically distanced meeting space. Please note that, due to the need for physical distancing, some meeting rooms may fill up and we will not be able to add chairs. Your patience and understanding is appreciated. All attendees will be expected to comply with all FACC and hotel guidelines. If you do not feel that you can adhere to these conditions, please do not register for the event. 

Advance Registration

    All participants are encouraged to register in advance to avoid delays at the registration desk. Please complete and return the registration form, along with payment, to FACC, P.O. Box 1757, Tallahassee, FL 32302. Make your check payable to FACC. We cannot accept purchase orders. MasterCard, Visa and American Express are accepted for online registration only. Registration forms will not be processed without payment in full. When your registration is received, a confirmation of registration will be emailed to you, so please provide your email address.

    You can pay online with your Visa, MasterCard, or American Express, or you can mail your registration form and fees by check to FACC, P.O. Box 1757, Tallahassee, FL 32302. You are not considered registered until your payment is received and processed, and you will not receive housing information until registration is paid.

    The Luminary Hotel will serve as the host hotel. The room rate is $169 per night. Self-parking is $12 per night, and valet-parking is $20.00 per vehicle, per night. Resort check-in is 4:00 p.m. Check-out time is 11:00 a.m. If you are interested in a late checkout, please make arrangements directly with the hotel.

    Hidden Figures
    by Margot Lee Shetterly is based on a true story. “Three brilliant African-American women at NASA (Katherine Johnson, Dorothy Vaughan, and Mary Jackson) serve as the brains behind one of the greatest operations in history: the launch of astronaut John Glenn into orbit, a stunning achievement that restored the nation's confidence, turned around the space race (against the Russians) and galvanized the world.” (excerpt from Amazon website) After WWII, the Jim Crow laws of segregation were still strong in Virginia, these women with brilliant mathematical minds, were relegated to teaching math in the south’s segregated public schools. Once hired to work at Langley Memorial Aeronautical Laboratory, they were known as “human computers;” using pencils, slide rulers and adding machines to problem-solve trajectories and computations for NASA. Yet they still served their country proudly. This is their story.

A sweeping historical novel, Mrs. Lincoln’s Dressmaker by Jennifer Chiaverini illuminates the extraordinary relationship the two women shared, beginning in the hallowed halls of the White House during the trials of the Civil War and enduring almost, but not quite, to the end of Mrs. Lincoln’s days.

Clerks’ Night Out

    When: Tuesday, June 29, 2021

    Time: 6:00 p.m. - 10:00 p.m.

    What: Painting with a Twist

    Pre-registration was required. The class is full.

    The cost is $45.00 per person.

    For Clerks’ Night Out, our fun event will be Painting with a Twist. Be your own artist! A painting will be designated and YOU can put the twist on it. Dinner, sodas and water will be provided. BYOB.

    Transportation is provided to and from the venue, but you must be pre-registered.

    • Shuttles to Riverside Community Center: 5:45 p.m., 6:00 p.m., and 6:15 p.m. The pickup location is Edwards Drive (across the street from the Luminary Hotel).
    • Shuttles returning to the Luminary Hotel will begin promptly at 9:15 p.m. and will run every 15 minutes until 10:00 p.m.


    The Riverside Community Center will serve as a great venue; it backs up to the Caloosahatchee River near downtown Fort Myers.
    Watch the beautiful sunset! The location is only 1.5 miles east of the Luminary Hotel with plenty of free parking. This is an indoor event with plenty of room to spread out, but there is a great patio to catch a breath of fresh air.

Education Sessions

    Municipal clerks attending the FACC 2021 Summer Conference and Academy have the opportunity to earn one CMC experience point for attending the conference portion of the program and up to 14.5 hours (equivalent to 7.25 CMC or MMC education points) for attending the educational portion of the program. IIMC-approved CMC/MMC hours are listed after each educational session in the program. (Additional hours are awarded to those successfully completing the Athenian Dialogue.)

    Clerks who are working toward their Certified Municipal Clerk (CMC) or Master Municipal Clerk (MMC) designations and wish to receive the maximum points allowable by IIMC will need to: 1) have their name badge scanned after every session, and 2) complete and submit an Ideas to Action (ITA) form for each education session.

    A Certificate of Completion, with educational hours earned, will be sent electronically to participants approximately 60 days following the conference and academy.

    The education curriculum for both the CMC and MMC sessions was developed, reviewed and approved by the John Scott Dailey Florida Institute of Government at Florida State University as an IIMC-approved institute, in cooperation with the FACC Professional Education Committee and the FACC Board of Directors.

    Cancellations must be in writing and either faxed to (850) 222-3806, emailed to facc@flcities.com or mailed to FACC, P.O. Box 1757, Tallahassee, FL 32302. All cancellations received by 5:00 p.m., Friday, June 11, 2021, will be entitled to a refund less a $25 administration fee. Substitutions may be made at any time with advance notification. Prepaid registrants not canceled by this date will be included in the advance registration guarantee required by the hotel and are not eligible for a refund, unless you cancel for COVID-19 related issues (for example: you test positive or have been in close contact with someone who tested positive) you are required to cancel in writing in order to be entitled to a refund less a $25 administration fee. If the in-person event is cancelled by the FACC due to concerns regarding COVID-19, all registration fees will be refunded in full.

    FACC will be hosting the 12th Annual Silent Auction and the 10th Annual Purses with a Purpose Auction at this year’s conference and academy. Items are needed for BOTH auctions. If you have an item you feel would work for the silent auction, please email pictures and/or a detailed description, along with estimated value, to Elizabeth Garcia-Beckford, MMC, at egbeckford@nlauderdale.org, so bidding sheets may be prepared in advance. If you are interested in donating a gift card to create gift card bundles for the auction, please advise Elizabeth and mail all gift cards to her so gift card bundles and bidding sheets may be prepared in advance. The gift card(s) can be any denomination you wish to donate. Her address is listed below.

    Of course, your participation in these two auctions is voluntary, but we look forward to another great year for both auctions. It is a lot of fun bidding against your fellow clerks!

Strategic planning is a process of looking to the future in a purposeful way to move an organization closer to its vision and help it carry out its mission. This biennial strategic planning workshop is designed for the FACC Board of Directors, committee chairs and other stakeholders to develop an implementable strategic plan for the organization. Built on the goals that have been established in the past, participants in this highly interactive session will identify the strengths, weaknesses and future opportunities for the FACC, confirm or modify the goals, develop objectives for each goal and select priorities for action. All members are invited, and encouraged, to participate.

Session A: Codification: Successes, Challenges and Lessons Learned

As a municipality grows and changes, new ordinances are adopted, and existing ordinances are amended. Because the laws of your municipality change over time, it is important that regular maintenance be performed on your municipal code to ensure that it is an accurate, up-to-date representation of your municipality’s current laws. Additionally, by regularly verifying that your ordinances remain consistent with your state law, you are making certain that your code is a reliable and enforceable resource for council, staff and the public. Join this municipal clerk who has participated in two codifications of her city’s ordinances and learn about the process used, challenges encountered, and lessons learned.

A review of the types of boards and committees will be included, as well as formation, staffing and dissolution of boards, too.

ALL day, every day, you must rock communication in your role as a municipal clerk. Doing it effectively and getting the results you want is easy, right? Not! Many of our workplace interactions can be challenging, but there can be a win-win for all parties involved if you stay focused on a positive outcome. You have probably heard things like, “I would appreciate you running this by me next time” from your boss, or “I disagree with you 100% ” from a coworker or “Why can’t you just get me the information I need right now?” from a customer. The question is, “How do you rock in these situations?” This session will teach you how to do just that with professionalism and confidence while meeting everyone’s needs, including your own. It will give you the opportunity to see how managing your reactions will set the tone and direction of the interaction, as well as influence others’ behaviors. Managing public records in Florida is a difficult and complicated responsibility faced by every governmental agency in the state. Municipal governments rely heavily on municipal clerks to serve as the lead in navigating this responsibility. To meet this challenge, municipal clerks must develop and oversee a comprehensive agency-wide records management program to ensure efficient, economical, and compliant management of municipal records and information. This session will explore the components of a successful records management program to assist participants in establishing program goals and strategies for implementation.
